The Opportunity:

Capital Blue Cross, an independent licensee of the Blue Cross Blue Shield Association serving the Central Pennsylvania and Lehigh Valley Regions, is in search for a Senior Vice President, Chief Information Officer (SVP, CIO) to lead the entire organization’s IT strategy, ensuring that all technology systems, infrastructure, and security are aligned with the Capital Blue Cross family of companies’ (Capital) business goals. The CIO will drive innovation and optimize technology investments to enhance operational efficiency and value, while leading a dynamic team of IT professionals.

Reporting to the Chief Executive Officer (CEO), this is a key leadership role that directly impacts the future of the business, including ensuring the technical and analytical infrastructure to support the corporation’s medical value strategy and leading digital transformation initiatives to support Capital’s growth strategy. The CIO will be directly responsible for implementing the most up-to-date and proven technology and security solutions to further the growth and success of Capital, using innovation and creativity to leverage cutting-edge technology to ensure exceptional customer experience. The CIO will work in concert with the Executive Leadership Team and the overall technology team to support business operations by improving cost effectiveness, service quality, innovation, and enhancement.

Qualifications (including, but not limited to):

• Bachelor’s degree in Information Technology, Computer Science, or a related field (required); Master’s degree preferred
• Progressive experience in a senior management role within a health plan, large provider organization, and/or other health care entity including extensive savvy and expertise in the management of information processing and health care informatics technologies, resources, and systems
• Experience in a senior role, partnering with executive staff, resulting in the development and implementation of IT, information management, business process management strategies, cloud computing, and emerging technologies such as Generative AI (GenAI)
• Proven experience in leading digital transformation initiatives and implementing advanced technologies in both shared and outsourced solutions, as well as support of in-house information and communication systems in multi-site computing
•  Strong expertise in IT infrastructure, data management, cybersecurity, and compliance practices
• Significant experience in and knowledge of all facets of IT, including systems applications, database administration, financial systems, networks, telecommunications, computer hardware and software
